GlobalTop - A Case Study Synopsis


Background

canaport-smCanaport LNG (CLNG) is a new billion dollar LNG (Liquefied Natural Gas) re-gasification facility in Atlantic Canada. In advanced preparation to receive the first ever delivery of LNG during the summer of 2009 they were required to comply with a number of local, provincial and federal public safety and security requirements. Part of these requirements included the testing and evaluation of their emergency management program. The emergency management program was developed around an emergency management standard (Z1600) taking into account energy industry best practices.


The problemMultiple Government agencies, external stakeholders and CLNG personnel were required to either observe or participate in the exercise program which included a total of three exercises. Exercise First Look I, II and III included an initial table top training exercise; a hybrid table top/EOC exercise culminating in a live multi jurisdictional agency exercise.

  The capacity of the EOC (Emergency Operations Centre) was limited due to its small size. It was apparent that not all the external observers would have been able to congregate in the EOC at the same time as the CLNG personnel whom were involved in the exercises. This caused a problem for the CLNG who had a requirement to display to the Government agencies and external stakeholders that they were prepared to manage an emergency situation.
Multiple regulators. Six weeks. Three exercises.  One satisfied customer.

The GlobalTopTM  Within twenty four hours exercise First Look was live and preparation began on the development of scenarios and injects. The customer along with external observers was able follow and comment on each of the three exercise designs by logging into GlobalTop™. This provided collaboration (without the cost) between all those directly involved in the preparation of the exercise program. During each of the three exercises Government regulators, external stakeholders and other authorised observers were able to watch the exercises unfold from the comfort of their office or home. Participants involved in the exercises were able to post responses to the scenarios and injects from different locations around the facility. In addition the evaluator was quickly able to score the CLNG teams responses providing almost instantaneous results which were posted for all to see.
Feedback“We likely would have had difficulty to satisfy all the regulators and external stakeholders without GlobalTop” said Mr. Fraser Forsythe the HSSE Manger at Canaport LNG. “The application enabled us to share each of the three exercises without having our EOC overcrowded. It also reduced our cost and helped us collaborate as a team. We are also able to access GlobalTop and review each of the three exercises to help us with our continual commitment to improving our emergency management skills.”  

“GlobalTop was extremely user friendly and visually stimulating” said Sandy Mackley the TRT (Tactical Response Team) leader. “Some of the scenarios and injects included simulated events which made for a more interesting exercise. When we responded to the scenarios the information we provided was immediately posted to GlobalTop for everyone to see, this added an element of stress which in my opinion is required in these exercises. In my previous experience table top exercises have required teams to push written paper responses around a table which is monotonous. All in all we all were very pleased with GlobalTop and hope that our company use the application again in the future.”
